Mr. Payne is Senior Vice President of Wainscott Finch Associates, a pqc company; a Georgia based professional service practice specializing in Performance Optimization and Improvement Management.
Mr. Payne has 20 plus years extensive experience in all aspects of project management with a strong concentration in contracting, quality, risk, scheduling & cost, system integration engineering for the information technology, manufacturing and telecommunication industry.
Mr. Payne begins his professional career with the Procter & Gamble where he spent 12 years working in the Project Management Services business. Mr. Payne provided direction in the planning, executing, controlling, and recommendation of improvements in overall packaging technology for Canada, Japan, Korea and the United States.
Prior to joining Procter & Gamble, Mr. Payne served in the United States Army Corp of Engineers.  Mr. Payne’s last military assignment was Commander, Headquarters Company, Second Engineer Battalion in the Republic of South Korea.  Mr. Payne was responsible for a Project Management organization consisting of 354 personnel charged with providing engineering support to 8th Army Command on the Demilitarized Zone (DMZ).
After leaving Procter & Gamble, Mr. Payne spent 12 years as a management consultant in manufacturing; help desk and information technology industry.  Mr. Payne provided consulting services to Procter & Gamble, Heinz, Kenner, Hasbro, General Foods, Jim Beam, Borden, Kraft-General Foods and other Fortune 1000 companies.
Mr. Payne earned his Bachelor of Science in Mechanical Engineering from Tuskegee Institute. Mr. Payne has completed the George Washington University, Masters Certificate in General Project Management and Information Technology Project Management. He is a Certified Project Management Professional (PMP). He has a dual MBA in Technology Management and Human Resources Management from the University of Phoenix.
Mr. Payne has been honored as, Executive-in-Residence at the Amos Tuck Graduate School, Dartmouth College, Lecturing Executive for Amos Tuck MBA Program, and Member, United States Congressional Advisory Board, 2003 National Leadership Award – Republican Congressional Committee, Honorary Chairman – Business Advisory Council, Board of Advisor – Emory University Entrepreneur Institute, YMCA Black Executive Leadership Award, and VWC Business Advisory Board.
 
Mr. Payne is an active member of the American Society of Quality, Project Management Institute and Help Desk Institute.
